Rupantar was registered with the department of social services in 1992, with a registration number bearing 530, and with NGO Affairs Bureau, Prime Minister’s office, Government of Bangladesh, in 1997 registration number bearing 1170. All of Rupantar’s programmatic interventions operated under these umbrellas. Rupantar’s long-term programs are categorized into five broad categories, namely democracy and political empowerment, peace and tolerance, disaster management and climate change adaptation, children and youth rights, and popular media and folk theatre programs.
Governance
The executive body (EB) governs Rupantar (EB), comprising seven members, and the general body (GB), comprising 31 members. GB’s day-to-day responsibilities are authorized to EC of comprising 7 members with a sound reputation from all sectors of social development and profession who have demonstrated their personnel commitment to pro-poor causes.
Based on the constitution, the executive body prepares the budget and plan, nominates sub-committees, decides the salary scale, and creates salaried positions, executive appointments, promotions, and responsibilities. Moreover, the executive body maintains responsibility for effectively managing all projects the organization implements. The executive committee holds meetings as and when required. According to the constitution, executive members are nominated and selected every three years. Executive members approve organizational and program policies provided to them. They also visit project areas, participate in annual staff conferences, and approve the annual budget, annual audit report, and annual report. They attend all general and annual meetings and approve activities if deemed satisfactory for the organization’s development.

Tofazzel Hossain Monju
Chairperson
Tofazzel Hossain Manju is a renowned researcher, writer, and valiant freedom fighter. In 1985 Tofazzel Hossain complemented his master of social sciences (MSS) degree in economics from Dhaka University. With a brilliant academic result, Tofazzel joined the Bangladesh institute of development studies (BIDS) as a research officer.
He spent most of his time in research and social development work. He joined the great liberation war in 1971. As a development researcher he published many publication and those are political economy of shrimp culture in Bangladesh-1997, environment, gender and livelihood strategies of the southwest in Bangladesh-1998-99, an existing support system for the older people in Bangladesh-1996, older people and media: participatory exercise to assess the older peoples access to, changes and ownership over media in Bangladesh-August 2002, grassroots people election participation and expectation-1990.
Currently, Tofazzel Hossain is the elected chairperson of Rupantar NGO committed to social transformation by unlocking human potential.
Adv. Shamima Sultana Shilu
Co-Chairperson
Ms Shamima Sultana Shilu has been a member of the Rupantar executive committee for more than a decade. She is currently serving as a co-chairperson of the executive committee.
She is a social activist, and some of her praiseworthy work includes being the first founder, chairman, and principal of Johra Khatun Shishu Shikkha Niketon. This is one of Khulna’s most reputed educational institutions for early childhood academic development. She is also the founder of Manab Sheba o Samajik Unnayan Sangstha (MSSUS) NGO. Secretary
Swapan Kumar Guha is one of the founders and executive director of Rupantar and is a widely known cultural activist in Bangladesh. Swapan Kumar’s journey development work goes beyond the border. He graduated in fiscal decentralization and financial management for local government institutions from the Duke center of International Development (DCID) under Duke University, USA. Since then, with experience and expertise, he has started working in the development field. He has been the editor of five theater books for children and directed more than 200 pot songs. Being proficient with competencies in leadership, communication, strategic thinking, solving complex problems, and innovation, he has played a pivotal role in evolving Rupantar.
Rafiqul Islam Khokan
Treasurer
Mr Rafiqul Islam Khokan has been the founder and executive director of Rupantar since the organization’s formation. He carries 38 years of experience in the development field in various sectors of Bangladesh. His development work started as a direct activist, popular writer on different social issues of communities, and long-standing researcher on the world’s largest mangrove forest and tiger cult of mangrove forest Sundarbans. His expertise includes disaster management, women’s political empowerment, gender justice development, bio-diversity conservation of the Sundarbans, and many more. As a development communication specialist, he was directly involved in developing the Rupantar Method of Development Communication, managing, writing, producing, creating, and editing various communication materials to prevent violent extremism (PVE), local government, disaster management, and contemporary development issues.
Rikta Rani Datta
Executive Member
Rikta Rani Dutta was born in Jessore. Since 2015, as an executive member, she has become involved with Rupantar. Over the years, she made significant decisions on various social changes to improve the organization. She graduated from government BL college Khulna in political science. She is also a member of Khulna’s village women and children welfare club. She carries expertise in child cultural programs and coordinates with women.
Advocate Salina Akhter Pia
Executive Member
Selina Akhter Pia has been associated with Rupantar as an executive member. Currently, she serves in the supreme court as an advocate in the high court section. She holds various social service positions with success as a panel lawyer of the national legal aid services organization (NLASO) of Khulna district committee, IRCCL with Aparajeta Bangladesh, Bangladesh legal aid and services trust (BLAST), Khulna university, Proshika legal aid services (PLAS). Apart from her legal professional, she is also a life member of the Khulna diabetic society, Khulna literature association, and member secretary of the Khulna nagorik forum.
Nasrin Sultana Lima
Executive Member
Since 2022, Nasrin Sultana Lima has been an executive member of Rupantar. Achieving a major in sociology is her academic degree. She contributed to working for poverty reduction, preventing gender-based violence, ensuring proper health facilities, upholding democratic governance, and developing a tolerant and inclusive social milieu. She was born in Jessore in 1981 and enjoys teaching, facilitating sessions, and reciting poetry, short story, and articles.
